The 19th National Congress of the Communist Party of China clearly put forward the general requirements for Party building in the new era, deployed eight key tasks, and grasped the key to comprehensively and strictly governing the Party at present and in the future, which is the fundamental principle of governing the Party. He Lifeng, Secretary of the Party Leadership Group and Director of the National Development and Reform Commission, stressed at the National Development and Reform Commission's Mobilization and Deployment Meeting for Learning and Implementing the Spirit of the 19th National Congress of the Communist Party of China that development and reform departments at all levels must accurately grasp the key tasks of comprehensively and strictly governing the Party under the new situation, closely link with their own reality, and further clarify the work objectives, find the breakthrough and focus of work.  

"The nature of the work of the Party committees at all levels of the development and reform system is the same, the work objectives are the same, the work environment and work objects are similar, and there is a lot of comparability and reference in the work. It is necessary to learn from and inspire each other vertically and horizontally."
