The executive meeting of the State Council held on May 23 determined to increase investment in education in difficult areas and weak links, and promote multi-channel increase in the supply of nursery and preschool education resources; Take measures to accelerate the revitalization of the dairy industry and ensure the quality and safety of dairy products; It was decided to deepen the pilot project of innovative development of service trade and promote the optimization and upgrading of economic structure through opening up.  

The meeting pointed out that, according to the deployment of the CPC Central Committee and the State Council, continuing to increase investment in education and policy preferences for difficult areas and weak links is conducive to promoting education equity and equalization of basic public services. The meeting determined that, first, the central government will allocate an additional 7 billion yuan from 2018 to 2020 to focus on supporting the "three districts and three prefectures" to overcome poverty through education. The central government has invested more in supporting poverty-stricken counties and ethnic autonomous counties to improve educational facilities. Second, 13 billion yuan will be added to the central government's budget this year, and transfer payments will focus on compulsory and vocational education in the central and western regions, poor areas and rural areas. Third, the number of teachers in the "special post program" will be increased by 10000, with the focus on areas with deep poverty. Fourth, gradually and comprehensively realize that the average salary of compulsory education teachers is not lower than the average salary of local civil servants, and standardize the management of teacher staffing. We will implement the policy of living allowances for rural teachers, and strengthen the training of rural teachers in remote and poverty-stricken areas.  

In order to better meet the needs of hundreds of millions of families for "children have education", the meeting requested that the policy of establishing kindergartens in urban communities be strictly implemented, social forces be guided to establish inclusive kindergartens and nurseries in accordance with regulatory requirements, and local governments be encouraged to increase supply through multiple channels according to local conditions. We will strengthen the safety protection of young children, strengthen the supervision of access and safety according to law, and implement the system of working with certificates for preschool teachers. We should prevent and correct the tendency of preschool education to become "primary school". Let children be healthy and happy, and parents feel at ease.  

The meeting held that dairy industry is an indispensable industry for a healthy China and a strong nation. We must accelerate the revitalization of the dairy industry and improve the quality and safety of dairy products. First, we should vigorously introduce and breed improved dairy cows and build a national core breeding farm. Strengthen the production of high-quality forage. Develop standardized scale breeding and build a high-quality milk source base. Second, we should strengthen quality and safety supervision, revise and improve national standards for fresh milk, sterilized milk and other products, and establish a whole process quality traceability system. Strive to significantly improve the quality, competitiveness and reputation of domestic infant formula milk powder within 3 years. Third, we should strengthen financial insurance, land for dairy livestock breeding and other support to create conditions for the revitalization of the dairy industry.  

The meeting pointed out that giving priority to the development of trade in services is an important measure to promote economic transformation and upgrading and high-quality development. The meeting decided to deepen the pilot program in 17 regions, including Beijing, from July 1 this year to June 30, 2020, on the basis of the State Council's approval of the service trade innovation development pilot program in 2016. Focus on launching a number of opening up measures in the fields of telecommunications, tourism, engineering consulting, finance, law, etc., while exploring and improving the service trade access system under the mode of cross-border delivery, overseas consumption, etc., gradually cancel or relax restrictions, and provide customs clearance and visa facilities for the import and export of related goods, the flow of talents, etc. Develop service trade such as R&D design, inspection and testing, international settlement, exhibition, etc., implement tax exemption for service exports, and implement zero tax rate for those that meet the conditions, promote emerging service exports led by "Internet plus", and create new highlights of open development.
